About Us

Bank Resources and Solutions was created in 2008 with the singular focus of providing hands on consultative services to community banks looking to address key problems as highlighted in CAMELS reports or Peer Comparisons. This includes focusing on key problems (no time to be thinking about the size of your desk vs. the one down the hall), getting the right people in the right positions, creating an effective team, and a singular focus on capital. 
Since then, we have expanded our services, based on successful completion of requested projects, to include Expert Witness services, Due Diligence Analysis, bank-specific policy and procedure creation/enhancement and Human Resources Assessment.

Mark C. Riley

Mr. Riley's 35+ year banking background includes being recruited to lead, as Director, President & CEO, the turnaround of two community banks that were operating under regulatory agreements when he arrived and President of a denovo bank. He has spoken before directors, bankers and educators on topics ranging from: Understanding the Roles of Directors in Their Banks to Internet Banking - Bricks & Mortar vs. Online Banking. In 2008, Financial Institutions Resources and Solutions Inc.,  an independent executive banking consulting firm, was created to provide pragmatic strategies to improve banks’ operating performances.  To date, the company has worked with denovo and established banks, performed summary Due Diligence efforts, Asset Liability Management analysis and met with investor groups and regulators.  Mr. Riley publishes an online banking newsletter, The Riley Report as well as position papers such as the 2008 Neighborhood Mortgage Stabilization Program proposal. The company launched a sister company, FIZoom.net, an innovative website and related services to assist financial institutions in disposing of their OREO properties and other unwanted assets.   

 

Susan E. C. Riley

As co-founder, Ms. Riley has led Bank Operations, Information Technology and Compliance (BSA/AML, etc.) efforts at two start up banks. Ms. Riley's career has included overseeing Branch Operations, Information Technology, De novo Systems Implementation and Management enhanced by extensive background in many facets of banking: BSA Administration, Compliance, Human Resources, Security, Remote Deposit Capture, Mobile Banking and other new bank technology, training and management. Mrs. Riley has analyzed, recommended, and implemented complex banking software within tight guidelines. She has established a solid reputation as a “no nonsense, identify the challenges, develop effective strategies and get the solutions in place” administrator.

 

Donald B. Jennings

Don Jennings has over 40 years in commercial banking experience, including Chairman of two Northeastern Pennsylvania community banks and served as President and CEO of one and co-founder of the other bank. In addition, Mr. Jennings served as an outside director of community banks in Miami, FL, San Diego County, CA and Arlington, MA.

Mr. Jennings has an extensive background in shareholder’s perspective on community banks. He has been the general partner of four investment partnerships with community banks as the primary portfolio company. This level of involvement provides invaluable insight into the expectations of shareholders and the impact on building successful community banks.

His expansive and highly successful participation in management and an investor will provide proven and pragmatic advice and counsel to your bank’s management team. Mr. Jennings is based in central New Jersey and may be contacted directly at siena228@verizon.net.
